THE Joint Admissions and Matriculation Board (JAMB) has suspended admissions to state-owned universities in south-eastern Nigeria for the 2011/2012 session following the prolonged strike by their academic staff.

The Registrar of JAMB, Professor Dibu Ojerinde, disclosed this to the News Agency of Nigeria (NAN) on Wednesday in Lagos.

Ojerinde also said that the affected institutions had been deleted from the website of JAMB for the time being.

He said that the decision was as a result of the protracted face-off between the institutions’ lecturers and their state governments – Abia, Anambra, Ebonyi, Enugu and Imo.

The affected institutions had been closed for over three months due to disagreement between the lecturers and the state governments over non-implementation of the enhanced lecturers’ pay approved by the federal government.

“There will be no admission in the schools for 2011/2012 session. The factions in the strike should think of the implications of their actions on innocent students.

“They should resolve the strike and open the schools without further delay.

“This is a sad development and the issue must be addressed urgently by the stakeholders. The future of the students must be considered,” he noted.

Ojerinde described the conduct of the first Unified Tertiary Matriculation Examination (UTME) held in April 2010 as successful, promising that the second edition scheduled for June 11, 2011 would build on its success.

Some called it the worst website they have ever visited or used, others a frustration while others a dilemma. Such are the description given to JAMB official website for online registration www.jamb.org.ng prior to 2010. So when Jamb introduce Jamb UTME in 2010, stakeholders breath a sigh of relief thinking the new UTME will sanitize the online registration process. This is more so when Jamb introduced a new website www.jambutme.com. However, a careful analysis shows that the problem peculiar with the previous website also prevail on this new one. So, we are expecting that Jamb will improve on the new site in 2011.

Our expectation though was short-live has Jamb roll back to the old website for online registration. Not only do Jamb change back to www.jamb.org.ng, they also change the interface. In the old interface, there are about five stages before registration is completed. This means these stages can be saved in case of network or server problem. That can save one the stress of starting all over. But the new interface is worse. The whole registration stages are on a page. That means after filling and previewing, if there is network problem, you have to start all over. That can be very frustrating.

Another problem applicant need to battle with is the introduction of biometric registration. Jamb is yet to tell us why they are collecting the thumb printing of candidates. At least this can not be to curb examination malpractices as in most cases it is classroom problem not registration problem. Unless Jamb come out to tell us why they introduce the biometric registration, we see it as an opportunity to extort Nigerians of their hard earn money. There are many reasons to conclude this way. First, GSM networks are already taking biometric registration of users, and about 6billion naira has been approved for this in the NCC budget. We also noticed that biometric registration is one of the new service provided by Sidmach. Sidmach is the official company in charge of Jamb website development. Because of this monopoly, the company must have entered into an agreement with Jamb to use their platform to provide this service. Of course there must also be a financial agreement. It is noteworthy too that this company is the only company authorize to sell the biometric device. This is more so as they even put their contact on JAMB site for the purchase of the device. There has also been a lot of controversial issue surrounding the sale of the device.

Personally, I went to the office of this company to buy the device. They sell N15000 in Lagos and N16500 in Abuja and Port Harcourt. After buying in Lagos, I came back to my state just to find out that the device is not working. After several calls, they said I should come back to Lagos again which I did. The receptionist they call license at the rate at the rate of N3000. The license though turn out to be a CD with additional software to use the device. To me, that was also an unjust means. Why will the company sell the device separately and the accompany software to use it separately as if they are different products. At least I spent N17000 in my going to Lagos three times before they can fix the device. I wonder how much those who come from far distance will spend.

The introduction of biometric registration has also brought about additional challenges for applicants which include:

Fewer ISP Access: Before, one can process application on Jamb site using dial-up connection and other CDMA internet service providers in any part of the country. But with the new interface and introduction of biometric registration, the company said only broadband connection and other major internet providers i.e MTN, GLO, ARTEL can access the website. But, so far, these networks have also fail if one is using dial-up. Only few Nigeria cities are 3G enables. This means majority of cities, towns and villages will not be able to access and process Jamb. In many towns there are no cybercafe and if at all they may not be fast enough to access Jamb website.

Difficulties for those in Major Towns and Rural Areas: This development will translate into hardship for Nigerians. This means those in rural areas will have to travel to major cities to register. Because many of the applicants are teenagers, they will have to travel with their parents or elder ones. This involve risking of one’s life, additional cost of travelling and accommodation since it is difficult to complete the registration in a day.

High Cost of Registration: Before now, Jamb registration in usually N500 or less in many places. But now, the least one can get is N1000. In fact it is reported that in some centers they charge as much as N3000 to register for Jamb online. Many of these centers attributed this to the cost of getting the device fixed and the stress associated with filling the form. This means in the long run, the applicants and their parents/sponsors are at the receiving end.

So far, there are anxieties and frustration on the face of students who are trying to register for Jamb. This alone has had psychological effect on the students as they are already frustration before the exam.

We want to appeal to the Government to look into this Jamb/Sidmach monotony as it has only brought hardship to Nigerians. We are also aware of the CEMTP (Converged Examinations Management Technology Platform) agreement to introduce e-registration on the CEMPT platform at the rate of N850.00 for all examinations on the CEMPT platform. We appeal to the Federal Government especially the Minister of Education to ensure that this agreement is implemented. We belief the best way for Jamb to address exam malpractice is to conduct the exam online. Until then any measure introduce will hardly work. Jamb should please review this introduction of Biometric registration as it is doing more harm than good.

Nigerians are crying, please save us from this Jamb dilemma.

The introduction of UTME in 2010 comes with a lot of anxieties and excitements, many educationists were happy with the promises that accompany the introduction. In fact, many believe that relief has come – the way of admission policy in Nigeria. Many students welcome this development and belief it will address the problems that has plague admission into tertiary institutions in Nigeria.

When UTME was introduced, it was said that it will address certain problems associated with admission into tertiary institutions. The maiden edition has come and gone. A careful look though reveal that UTME is just JAMB in disguise or could we say it is too early to judge? In this article, we will examine some of the promises that accompany the introduction of UTME and see what actually transpired.

Professor Dibu Ojerinde said the new policy that gave birth to UTME came as a result of attempts by the federal government and all concerned stakeholders in the education sector to solve the problem of access and the quality of entrants into tertiary institutions in Nigeria. According to him, academic calendars and entry requirements for all tertiary institutions will be harmonized. According to JAMB, the policy was adopted to address the problem of inadequate centers and infrastructure, over stressing of existing facilities among others. The question now is, was the objective policy realized?
Far form it! Let us examine these promises one by one and see what actually happened.

One Exam – Multiple Admission Opportunities:
Applicants for UTME are allowed to choose two each of Universities, Polytechnics and Colleges of Education on order of their preference. According to JAMB, this arrangement will allow those who could not make it to Universities go for polytechnics and colleges. In order to make this attractive, the then Minister of Education Ruqqayatu Rufai said general cut off mark will be 180 for all tertiary institutions. JAMB even went as far as distributing those who score above 180 across various tertiary institutions; did things work out as planned? No!

Majority of candidates who could not make it to the university prefer to stay and wait till next year. There is also inconsistency in the admission offered by JAMB and universities. For instance, JAMB, offered admission to candidate A in AUCHI Poly. The same candidate sat for uniben post UTME and was admitted. Meanwhile, on Jamb site, what you have there is AUCHI poly. This inconsistency leaves many students confused. Does that mean any student that score 180 and above is automatically guaranteed admission in Poly & Colleges?

Apart from this inconsistency, post UTME screening is also a threat to this policy and that explains why many polytechnics and colleges have low patronage. Imagine where an applicant will write Post Utme Exam In six institutions. The cost of registration, preparation, traveling, feeding and accommodation is overwhelming. In fact some students find it difficult to write post UTME exam in two universities let alone six.

Uniform Cut – off for All Institutions
Minister of education, Ruqqayatu Rufai said general cut – off mark will be 180 and that they met with VCs, Rectors, & Provosts and discussed. JAMB registrar, Prof. Dibu Ojerinde said institutions should ensure compliance with approved admission guidelines bearing in mind such criteria as merit, catchment areas, educationally less privilege state, quotas, carrying capacity and national cut-off mark. Did things work out as planned? NO!

Most universities especially the federal ones only invited candidates who scored 200 and above for their post UTME screening ignoring the said agreement by the minister. The question is who is deceiving who?
This means the 330,971 (representing 27%) who score between 180 199 were denied access to universities. By and large, universities still adopt the standard before the introduction of UTME. So there is nothing like national/uniform cut-off mark.

Admission for All Successful Candidates
When UTME was introduced, it was said that all successful candidates will secure admission. Prof. Dibu Ojerinde categorically said if University doesn’t work out, Polytechnic will, else College will work. Did this work out as planned? No!

Of the 1, 228,607 result released, 832,434 score 180 and above. So, this figure are supposed to be fixed into all tertiary institutions, however, JAMB declared that there is no space for 340,000 students, only 527,000 space available. Prof. Dibu Ojerinde who described the admission as survival of the fittest said “except access to tertiary institutions increased, we will continue to have lots of people waiting endlessly! Obviously like JAMB, UTME has failed to address the problem of access to tertiary institution.

Second Choice Institution Invalid
With the introduction of UTME, many believe that the idea of universities treating 2nd choice candidates with contempt will be addressed. However, experience show that just as it was under Jamb so it is now. In some cases it is even worse. Some universities sell their post UTME form to 2nd choice candidates and do not allow them to write the exam. But because of public cry they later allow them since they have no option but to conduct an exam for them.

Some other universities who allow them to write is yet to release their result months after releasing that of first choice candidates i.e. some of them attributed the delays to JAMB, that they are yet to receive the list of the candidates who put their institution as second choice. To many, the exam and the result that will follow is just a formality. Ahead of 2011 UTME application, it will be appropriate if JAMB can come up with the list of institutions who do not accept second choice candidates, better still, universities should treat both 1st and 2nd choice candidates equally.

Provision of Calculator to Curb Examination Malpractice
N100 out of the N 4600 used to register for UTME was set aside for the purchase of calculator for candidates. Survey however, shows that majority of the candidates do not use the calculator. In some cases, candidates even come with their electronic calculator. In fact statistics from JAMB show that some centers were marred with examination malpractice, some whose results were released were later canceled. Off course there are many other unknown cases. So, not much is achieved with the introduction of calculator much more like it was with JAMB.

The Website
Just like its predecessor, www.jamb.org.ng, the official website of UTME www.jambutme.com was a nightmare. In fact, at a time. The site almost collapse. Some of us think that the reformation will also affect the application website but we were wrong. Well, we sincerely hope that JAMB do something about their website so as to avoid the problems associated with its inconsistency. Apart form application, checking of the result was also a problem. Candidates were unable to check for many days.

Result Valid for Two Admission Session
We heard it then that UTME result will be valid for 2 sessions. Especially for those who were not offered an admission. Time will tell if this will be true. But since all other promise or policy did not work out, one can predict too that it is also a false promise.

From the foregoing, it is obvious that UTME is much more the same as JAMB. In Fact, it is still a misery to us who is authorized to enforce policies of UTME. The NUC seems to be a toothless dog when it comes to enforcing the policies they implemented. In fact, there is a missing link here! Who is supposed to implement the policies of UTME? Is it the NUC, Ministry of Education, the Legislature or who?

It is disturbing to know that there is no standard admission policy. Each university is autonomous in their exercise of authority and they are not accountable to any institution. Government and all stakeholders should setup a body or empower NUC to enforce the educational policies all stake holders have agreed on, including that of UTME. Until this is done, I believe UTME is JAMB in disguise.

We should not forget that the future of the country lies in the hand of the youths, besides, the quantity of their leadership depends largely on the quantity of education they acquire now.
The conclusion of the matter is that government should give us admission policy and enforce a body to implement it.

About 340,000 out of the 867, 000 candidates who met the 180 cut-off point in the recent Unified Tertiary Matriculation Examination will not be admitted into any of the nation’s tertiary institutions this year, the Joint Admissions and Matriculation has said.

The Registrar of the Joint Admissions and Matriculation Board, Prof. Dibu Ojerinde, told journalists on Tuesday in Kaduna, Kaduna State, that the nations’ tertiary institutions could not absorb all the candidates because of “limited spaces.”

Ojerinde, who described admission into tertiary institutions this year as a “survival of the fittest,” stated that the space available for prospective students was about 527,000.

He also disclosed that most of the candidates did not choose many of the the privately-owned universities because of high tuition.

The JAMB Registrar told journalists during the technical committee meeting on admission to degree-awarding institutions that except access to tertiary institutions was increased, “we will continue to have a lot of people waiting endlessly for admission.”

He added that the meeting, attended also by representatives of most of the higher institutions of learning in the country, was held to select the first set of candidates into the universities, polytechnics and colleges of education.

Ojerinde explained further that the chairman and secretary of the committee would meet on the admission lists to decide whether the candidates had met the set criteria for admission or not.

He said that once the candidates had met the set criteria, the names of such candidate would be displayed on the JAMB website and those of the universities, polytechnics and COEs chosen by them.

Ojerinde said, “With this 180 cut-off point, we have about 867,000 candidates who made 180 and above, and yet the available space is just about 527,000.

“So, the remaining 340,000 candidates will have no place to go. That is the point, except access to tertiary institutions is increased; we will continue to have lots of people waiting endlessly for admission.

“One of the beauties of this UTME is that we have brought them together and we are saying that they can go to any institution. If the university doesn’t work, college of education may work; if not, polytechnics or monotechnics may work.

“But I am not saying that it is to be for everybody because the space available is still not sufficient.”

The JAMB registrar also said that some of the candidates who failed to secure admission into their preferred institutions would be distributed to schools that had fewer number of applicants.

He, however, added that the University of Lagos, Obafemi Awolowo University, Ahmadu Bello University, Yaba College of Technology and Kaduna Polytechnic had the highest number of candidates seeking admissions.

Ojerinde said, “The schools without candidates to admit are mostly private institutions, but by the time candidates discover that they don’t have any other place to go, they will go to these private institutions because it is a matter of setting your priority right.

“I can’t give the names of these institutions now; they are so many. Some of them don’t have any candidate. The Institute of Management and Technology, Enugu is one of them. Mohammed Goni College of Legal and Islamic Studies, Maiduguri has only 13 candidates.

“Admission is not automatic because the space is not sufficient. You have to try again next time if you don’t get admitted this year. It is the survival of the fittest.”

The 2010 Post-UTME Screening Exercise of University of Benin (UNIBEN) will take place on Friday 23rd July 2010 and Saturday 24th July 2010 in various centers within Ugbowo Campus of UNIBEN. ALL candidates are expected to be seated, latest by 9.00am each day of the screening.

All candidates who chose UNIBEN as University of First and or Second choice and who scored 200 and above in the UTME are eligible to participate in the Screening Exercise.

All candidates should register on-line on www.uniben.waeup.org

To register, each candidate will require a PIN card available at a sum of N1, 000.00 (one thousand Naira) only from any of the under-listed Banks.

1. Original and one photocopy of the PIN card
2. Acknowledgement paper and Bank Teller for identification
3. Four Figure Table (where applicable)
4. Writing materials (HB pencil and Eraser). NOTE that GSM phones and calculators are NOT allowed.

Access to the University website for normal registration for the Screening Exercise will remain open up till 12.00 midnight on Friday 16th July, 2010.
